Leon Ginsberg, PhD, MSW, has served as Carolina Research and Carolina Distinguished
Professor since 1986. From 1977 to 1986 he was commissioner of the West Virginia
Department of Human Services and chancellor of the West Virginia Board of Regents for
Higher Education. From 1968 through 1977, he was dean of the School of Social Work at West
Virginia University and, before that appointment, he was associate professor of social
work at the University of Oklahoma. He is the author of 10 books on social work
statistics, management, rural social work, public welfare, and aging, as well as the
author of many articles in professional journals on social work subjects. He authored Social
Work Almanac, the second edition of which was published in 1995, and edited Social
Work in Rural Communities, the second edition of which was published in 1993. His book
on social welfare policy, Understanding Social Problems, Policies, and Programs,
was published in 1994. Dr. Ginsberg has been a member of NASW for more than 30 years
and served recently as secretary of the national Board of Directors. He has been a board
member and treasurer of the Council on Social Work Education and has served as a member of
and a consultant to the Commission on Accreditation. Dr. Ginsberg has served as a
Fulbright Professor in Colombia, as an educator in Romania, and as a visiting professor in
Mexico.
Paul R. Keys, PhD, MSW, is dean of the College of Health and Human Services and
professor, Southeast Missouri State University, Cape Giradeau. From 1992 to 1994 he was
vice president of the GARIOA/Fulbright Alumni Association. For the academic year 1990-91,
he was a GARIOA/Fulbright Senior Research Scholar of the Faculty of Integrated Arts and
Sciences, Department of Social Welfare, Japan Women's University, Tokyo, where he wrote
the report "A Study of Japanese Management Applications to American Public and
Nonprofit Health and Human Services Organizations." Dr. Keys is a member of the
National Advisory Council of the National Network for Social Work Managers (NNSWM), NNSWM
book series editor, and cofounder of the NNSWM/NASW National Management Conference. He has
written numerous articles and is the founding editor of the Journal of Multicultural
Social Work. He is the editor of the book School Social Workers in the
Multicultural Environment: New Roles, Responsibilities, and Education Enrichment
(1994).
